Secretary of State Condoleezza Rice arrived in Baghdad Saturday to assess the new U.S.-Iraqi security plan. She said she had been told the job was off to a "good start" and would be ramped up. The visit -- not announced ahead of time -- comes as the Senate is set for a test vote on a resolution condemning President Bush's troop increase.
